Replacing a 1-Year Emergency U.S. Passport With a Full-Validity Passport

If you lost your passport while traveling abroad, and had it replaced by a 1-year emergency passport, you should replace it will a full-validity (5 or 10-year) passport. The replacement will be done at no additional charge if you can also show a letter instructing you to have the limited-validity passport replaced, issued by the Embassy or Consulate which provided your emergency passport. If you lose this letter, you will have to pay for the replacement passport.

To replace your emergency passport, present the emergency passport at the American Citizen Services section along with the following:

  • A completed form DS-82 (Print Form DS-82) for adults who have previously held a 10-year passport, or DS-11 for children who have never held a 10-year passport (Print Form DS-11); do not sign form DS-11 as you will be asked to sign in the presence of the Passport official. The form may be obtained at the ACS office or a U.S. passport agency. Be sure to include your social security number on the application form, as we cannot process your application without it.
  • If the emergency passport belongs to a child under the age of 14, both parents must appear, together with the child, unless the one parent has provided a notarized Letter of Consent (see Renewing a 5-Year passport for a Child for additional information about this rule).
  • Two recent 2" x 2" (50mm X 50mm) passport photos. Please review the Passport Photograph Requirements.
  • Your letter may state that you must also provide proof of U.S. citizenship. Acceptable documents proving U.S. citizenship are: a prior U.S. passport (other than the emergency passport), a U.S.-issued birth certificate, a Consular Report of Birth Abroad, a Certificate of Citizenship, or a Certificate of Naturalization. Other documents, such as U.S. Driver's Licenses, Military ID cards, Credit Cards and the like are NOT evidence of citizenship.
  • If you cannot produce the letter entitling you to have the emergency passport replaced at no additional fee, you must pay a fee of US$75 for adults or US$85, for children under 16.

If you are replacing an emergency passport, you are required to appear in person.
